@itguy is right. Carbonio CE is not suitable for that big user number in a single system. If the number you have mentioned (3 million) is right then even accommodating these users via Carbonio needs extensive analysis, planning, understanding of all system components etc. The components you need to make this big kind of infrastructure work smoothly, only Carbonio (not CE) has them.
