Users do not have a way to set their own E-Mail forwarding via the webmail GUI. It's enabled in the COS and settings for the account but the setting is nowhere to be found for the user to change.

2. When I set an E-Mail forwarding address for a test account in the Admin panel, the forwarding doesn't happen. 100% of the time.

Can we please get both of these fixed?
