Adding a forwarding address not possible for users

In COS settings, I have enabled 'User can specify forwarding address' and 'user can specify mail forwarding filter' Under the user settings under domain > Configuration, I have enabled "User can specify forwarding address" and "User can specify mail forwarding Filter"
but there is no user setting in Web UI to set a Forwarding address. 

I checked the console as well:

zmprov ga me@mydomain.com | grep -i forward




zimbraFeatureMailForwardingEnabled: TRUE

zimbraFeatureMailForwardingInFiltersEnabled: TRUE

zimbraFeatureMarkMailForwardedAsRead: FALSE

zimbraMailForwardingAddressMaxLength: 4096

zimbraMailForwardingAddressMaxNumAddrs: 100

zimbraMobileSmartForwardRFC822Enabled: FALSE

zimbraPrefCalendarAllowForwardedInvite: TRUE

zimbraPrefForwardIncludeOriginalText: includeBody

zimbraPrefForwardReplyInOriginalFormat: TRUE

zimbraPrefForwardReplyPrefixChar: >

zimbraPrefMailForwardingAddress: me@anotherdomain.com

So the address can be set via zmprov, but no such setting in user UI. Please let me know how I can enable this setting so end users can go to General Settings and set their forwarding addresses.
