The regional time zone changes on the calendar after participants accept the meeting

I start the meeting invitation with time zone Bogota, Lima (-5:00) but whe the invitees acept the meeting the time zone changes to Haiti (-4:00) and all the meeting move forward one hour. I am using outlook client 2016 and connected carbonio with activesync protocol. The time zone setting for clients and server are ok Bogota, lima (-5:00). Thank you for your comments and support.
