Hello,
I have an older Zimbra OSE, Release 8.8.9.GA.3019.UBUNTU16.64 UBUNTU16_64 FOSS edition, Patch 8.8.9_P4 , and we are looking to upgrade to Zimbra 9 NE on a new server. Am I able to use Zextras Suite backup to restore the system on Zimbra 9 NE? Would I need to install Zextras Suite on the version 9 system?

The answer to your questions is, yes. I'd suggest you read the Zextras wiki article on moving ZCS to a new server plus there is a ton of articles on the internet covering this topic - perhaps a bit of reading is in order before you make any decision. 😉
