Distribution list expand issue

We started getting complaints from the staff that when they chose the expand option on a distribution list that it is displaying the wrong people from the group.

I tested from both the desktop app and webpage and I am getting the same results. However if they don't chose the expand option and just email the list it seems to send the email to the correct people.

Any thoughts? I can send screen shots if needed.
