Restriction for only one domain to send email to the certain external email.

Hello all,
I already read all thread in this forum, but didn't find any solution for my case.
I need to do this:
domain1.local > can send email everywhere
domain2.local > can't send email only to abc@google.bg
domain3.local > can send email everywhere

I tred restrict user to send mail to particular email address only but in this way, all domain.local can't send e-mail to abc@google.bg

P.S. I use Release 8.0.3_GA_5664.RHEL6_64_20130305090204 CentOS6_64 FOSS edition.
