Just a thought: Why not docker it?
It looks to me like the Zimbra provided patch RPMs are being re-installed during the install, thus likely overriding Zextra's patches. After downloading the latest during the upgrade the patch packages from Zimbra's repo were downloaded and installed:
zimbra-patch will be downloaded and installed (later). zimbra-mta-patch will be downloaded and installed (later). zimbra-proxy-patch will be downloaded and installed (later).
After upgrade zmcontrol shows P14:
[zimbra@zimbra ~]$ zmcontrol -v Release 9.0.0_ZEXTRAS.e41af5bae02dd6e1ee964342d6efb01fdeb09927_202007113.RHEL7_64_20200710151420 RHEL7_64 FOSS edition, Patch 9.0.0_P14.
Zimbra P14 patch package is installed from the Zimbra repo:

I'm not certain what files/packages you are patching, but I don't see any new/different files on my system after the upgrade.

What has happend there and is this not working any more?
Information on this or how to fix it for the future has not gone out very good I think and it needs to be clarified.
Currently I'm running 9.0.0_GA_4022.FOSS and would like to keep my sýstem up to date as much as possible.
What is the correct way to do this now adays for Ubuntu 18.04.6 LTS ? And will there be a working version/upgrade for any later versions ov ubuntu, for example 20.04 LTS?

I think your best bet is to create your build based on the Zimbra repository and latest patches if that's a possibility. Alternatively, I suggest reading this thread thoroughly to find more information and ultimately go with Zextras build of Zimbra 9, which gets regular updates. You can find it here on this web page:

Patches are already included in the build, you don't need to install them manually, you only need to run the installer of Zimbra 9. For future patches, you can easily download the new build from the same link and install it since the patches are included.

Can I run the latest patch directly or do I need to go one at a time or in a special order?
Also I have clicked on the dowload link and provided myh email adress.. I do not get a link from where I can download the install package.
